Meeting Held at Elmwood Village Office
The Village Board of Trustees met in regular session on Wednesday, October 19, 2022. Vice Chair Miki Bruns called the meeting to order at 7:00pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call: Answered by Heather Scott, Becky Kicak, Renee Holland, Miki Bruns. Absent: Jared Blunt
Minutes: Scott made a motion, second by Holland to approve meeting minutes for October 5,2022. RCV: Yes: Approved 4-0
Claims and payroll: Holland made a motion, 2nd by Kicak to approve claims & payroll for September 30,2022 & October 17,2022. RCV: Yes: Approved 4-0

New Business
Discussion/Action Fender bender damage on Village pickup bid
Ed backed up in the new edition of town and bumped into a light pole that dented the rear quarter panel. Ed got a bid from Dan Rice for $800 to fix the dent and $800 to fix the rust above the back wheel well. Bruns stated that we will be getting a new Village pickup and that this pickup will be our backup. Motion by Holland to not fix the village pickup because it is just cosmetic, second by Scott. RCV: YES: Approved 4-0
Discussion/Action Backup generator bids
Kicak made a motion to approve the bid from United Rentals for a new 2022 Honda EB6500X generator for $3099 and additional costs for electrical, second by Holland. RCV: YES: Approved 4-0
Discussion/Action New Filters for the RO System
Ed reported that he is having a hard time keeping the nitrates in the level that he likes and well below the state levels and would like to purchase new Reverse Osmosis filters. Holland made a motion to approve Consolidated Water Solutions bid and not to exceed $13,000, second by Scott. RCV: YES: Approved 4-0
Discussion renting a trash pump from United Rentals
Ed reported to the board that he got approval to rent a pump from United Rentals to help empty the clarifier so that he could access the bad pump and see why he couldn’t get it removed.
Discussion/Action Complaint from Mary Francis Reinke on Nuisance Letter
Mary Francis Reinke came into the office upset that she got a certified letter regarding a Nuisance Vehicle parked in front of her house that she reported isn’t owned by her. She requested a complaint form and complained about the negligence of the board not knowing that it wasn’t her vehicle and the unprofessionalism of the clerk. The clerk did have another person present in the office that can contest to the incident and professionalism of the clerk. The board is just abiding by the nuisances that are in the Village Municipal code book. No action taken.
Unfinished Business
Discussion/Action Dead pine tree removal Bid – North 4th Street
Scott made a motion to approve the pine tree removal bid from Christensen Tree Service for $430, second by Kicak. RCV: YES: Approved 4-0
Reports/Boards, Commissions, and Committees
Park: Ed turned the heaters on in the park bathrooms with the temps dropping.
Water: Water usage is down by we are leaving the water restrictions in place.
Sewer: The technician that is supposed to install the new pump is going on vacations so once he gets back, he will install the new pump.
Planning/Zoning: Next Meeting is October 24,2022 at 7:00pm
Public Comment:
Tim Glas – Village of Manley
I came down because we have a mutual problem with a resident that owns properties in both villages and would like to meet with a few board members and the clerk to see what we can come up with to get our problems resolved. Manley would also like to work together to better this area and help support all our surrounding local villages.
