Board of Trustees Regular Meeting


May 1, 2019 – 7:00 pm



The Village of Elmwood Board of Trustees met in Regular Session on Wednesday, May 1, 2019 at the Elmwood Village Hall. The meeting was called to order at 7:04pm. Chairperson Bruns stated that a current copy of the Nebraska Open Meetings Act was posted; additional meeting documents were available. Roll Call was answered by Miki Bruns, Rebecca Kicak, Kathy Goerlitz, Pat Wray and Dave Ernst. Notice of the meeting was given in advance thereof by posting in three (3) public places (the Post Office, Village Office, and Elmwood Convenience Store). Minutes were taken by Connie Carlton/Village clerk.


Approval of Minutes: Minutes from April 17, 2019 Motion by Wray, Second by Ernst. RCV: Yes: Bruns, Ernst, Kiack, Wray and Goerlitz. No: None; Abstain: None; Motion approved 5-0.


Approval of Claims for payment: Motion by Ernst with second by Kiack to approve the Payroll/Claims for May 1, 2019 as presented. Approval to pay American Exchange Bank $5,000, Cass County Refuse $65.00, D.R. Ortlieb Trucking $156.25, Elmwood Public Library $2,000, Ken Kunz $225.00, Layne Christensen Company $592.50, Midwest Laboratories Inc $108.20, NE Public Health Environmental $15.00, Nebraska Digging Services $386.50, Verizon Wireless $55.79, Windstream $144.30, and WireBuilt Company $29.00. RCV: Yes: Bruns, Kiack, Goerlitz, Wray and Ernst; No: None; Abstain: None. Approved 5-0.


New Business:


  1. House inspection at 208 E D St conducted on April 29, 2019, property is unsafe. Remediation procedure.

  2. Trash service: going to check on occupation tax

  3. Part-time Office help: For now, have Hayden fill in part time in office

  4. Water meter readings: Jacob Blunt is adding serial numbers to UB list when reading meters, part time summer help is still in school so this is to prepare for radial reads in 1-2 years 

  5. Mike Wilhelm: No show


Unfinished Business


  1. Ulmer Construction – Auto show Resolution/Proposal was moved to next meeting

  2. Clean up June 15th 8am-12pm: Needs volunteers

  3. Appointment of Health Board Personnel

Librarian reports/minutes: No report to approve at this time


Park: Bathrooms open: Water on at ball fields, park needs mowed


Streets: Hole on side street by bank that needs repaired


Water: No problems


Sewer: No problems


Planning/Zoning: Conditional use permits – not building permits (Mike Jensen building inspector)


Public Comment Period: None


Correspondence: None


Personnel: PT Maintenance Help: Clerk to post position


Future Agenda Items: 208 E D St condemnation; Marie Gragorie; Trash Service; Main Street; Section 6-306; Resolution A St 3rd to 4th posted “no parking” signs on both sides of street


Adjournment: There being no further business, the meeting was adjourned at 8:03pm. I, Connie Carlton, the undersigned hereby certify the foregoing is a summary of all matters discussed at the May 1, 2019 meeting of the Board of Trustees, and was available to the public within ten working days. All proceedings were contained in the agenda for at least twenty-four hours prior to said meeting.
