Board of Trustees Regular Meeting
November 2, 2016
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Anderson, Baer, Krass, and Wilhelm present with Vice-Chairperson Wray presiding. The meeting was called to order at 6:59 p.m. Vice-Chairperson Wray declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present included Jack Hovick, Louie Allgayer, Ryan Anderson, Ben Kastens, Deanna Sporhase, Kevin Huxhold, and Ed Blunt.
Motion by Anderson to approve the minutes of the October 19, 2016 Village of Elmwood Board of Trustees meeting as presented; second by Baer. Vote: Yes: All, No: None; Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: Patched 4th/G Street and S 4th St. Concerned citizen would like a stop sign placed at 2nd/C Streets; board member will assess the need for further stop signs. Trustee Krass met with Bill Kintner regarding the main street/highway; will provide Kintner a map/pictures of area for his review. Park: No Report. Library: Meeting Monday; Nov 7th. Water: Fire hydrant repaired at 6th/C Street; another needs repair, and one hydrant will be replaced. Sewer: Backup at 413 West D St on Sunday – Checked everything on village side with good flow; problem is on homeowner property. The sewer line at 207 North 3rd St was hooked up; found at 12 ft deep. Planning/Zoning: Ben Kastens, Planning Commission Chairperson, questioned why Danley garage building permit approved when the requirements were not met on the first building permit with installation of sidewalks. The homeowner will install sidewalks in the future.
Unfinished Business: The planning book will be amended regarding portable sheds. Ryan Anderson updated the Board on progress in Trail Ridge Subdivision. The dirt work was completed Wednesday; will proceed with sewer and water in the next two weeks; then fence and trees will be removed. Grading and rocking of “B” Street will be done up to the manway.
New Business: OPPD light installation plan for Trail Ridge Subdivision will be completed in two phases. Will contact OPPD with the changes to their plan.

Motion by Wilhelm to enter Executive Session at 8:15 p.m. for the prevention of needless injury to the reputation of individual in regards to personnel annual review; second by Anderson. Motion approved. Motion by Wilhelm to exit Executive Session at 8:35 p.m. with second by Baer. Motion approved.
Motion by Wilhelm to approve a 0.3% raise or .59/hr from $19.55/hr to $20.14/hr effective with current pay period; second by Anderson. RCV: Yes: Wilhelm, Wray, Anderson, Baer; No: Krass. Motion approved.
There being no further business, the village board meeting was adjourned at 8:45 p.m.
