Board of Trustees Regular Meeting

May 18, 2016


The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Anderson, Wray, and Krass present with Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present included: Trista Farrens, Ryan Anderson, and Keith Wynegar. Ed Blunt and Connie Carlton were also present.


Motion by Wray to approve the minutes of the May 4, 2016 CDA meeting as well as the minutes of the May 4, 2016 Village of Elmwood Board of Trustees meeting as presented, noting that Allgayer and Wilhelm were absent; seconds by Anderson. Vote: Yes: All, No. None. Motions carried.


REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: Motion by Allgayer to approve an additional $2,500.00 for street crack sealing up to a total of $5,000 by Hein Construction LLC; second by Krass. RCV: Yes: All, No: None. Motion carried. Park: The local Cub Scouts planted flowers in the park. A park improvement open meeting is scheduled for Thursday, June 2nd at the Community Center for anyone interested in future park improvement planning. Library: April 2016 Library Board Minutes presented. Motion by Anderson to approve Tracey Ashlock as the new library board member; second by Krass. Vote: Yes: All, No: None. Motion carried. Water: April 2016 – Pumped 1,821,000 gallons; Treated 1,603,000 gallons; Wasted RO 218,000 gallons; Average Nitrate 6.22; Average Daily Usage 60.70 K. Sewer: A 24-hour composite test completed.


Unfinished Business: An outbuilding permit for Keith Wynegar at 121 West C Street was reviewed.   Motion by Wray to approve the building permit based on the new drawings and the filing of a new building permit; second by Krass. Vote: Yes: All, No: None. Motion carried. Ryan Anderson updated the Board on the new housing development.


New Business: Trista Farrens with the Cass Co Economic Development Council introduced herself to the Board. She spoke regarding how the organization might help with commercial development. The new Sales Tax Increase will take effect October 1, 2016 with the new budget year. The addition of a checklist to the building permit application will be added effective immediately.

Ortlieb Trucking $523.17 (Street Rock); Elmwood Public Library $1,664.09 (June Library Monthly Allotment); Elmwood Small Engine $6.51 (Mower Oil); Meeske Ace Hardware $39.54 (Faucet w/fitting – Park Restroom); Mid-American Research Chemical $392.30 (Sewer Supplies); Midwest Farmers Cooperative $98.88 (April Fuel Expense); Midwest Labs $203.67 (Sewer Lab Testing Supplies); May 18th Payroll $2,599.11; US Treasury $1994.56 (April Federal Payroll Deposit); Verizon $67.59 (Apr-May Cell Phone Expense). Motion by Allgayer to approve the claims as presented; second by Wray. Vote: Yes: All, No: None. Motion approved.


There being no further business, the meeting was adjourned at 9:25 p.m.
