Board of Trustees Regular Meeting

December 2, 2015


The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Krass, Anderson, Wray, and Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were: Christopher Hoyt, BJ Burrows, Blake Ulmer, Ben Kastens, John Powers, and Eugenia Bornemeier. Ed Blunt and Connie Carlton were also present. Motion by Allgayer to approve the minutes of the November 4, 2015 Regular Board Meeting as amended; second by Wray. Vote: Yes: All, No: None. Motion approved.


REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street:. No report. Park: Winterization of park restrooms to be completed this week. Library: November Treasurers’ Report/Claims for payment submitted; Motion by Wray to approve the Library claims as presented for payment; second by Allgayer. RCV: Yes: All, No: None. Motion approved. Water: Nitrate tests were performed on Wells 12-13 and at plant 6-7. Sewer: New HP Printer purchased for sewer plant. Planning/Zoning: Ben Kastens would like to ensure that the Planning Commission and Village Board are both understanding the rules on building permits the same. They will discuss this topic at their next meeting which is scheduled for Thursday, December 17, 2015 at 6:30 p.m. at the City Hall.


Unfinished Business: Nuisance property update discussed; Rian Harkins from SENDD to present report at December 16th meeting.

New Business: Building permit for Ulmer Construction at 104 North 1st Street: Motion by Wray to approve the building permit for 104 North 1st Street as presented; second by Anderson. Vote: Yes: All, No: None. Motion approved. Christopher Hoyt came to the Board stating he was a registered sexual offender; asking to reside at a residence located at 304 West F Street. No action was taken due to age of victim.


Presentation of Claims for Payment: American Exchange Bank $5,000 (street loan payment); Cass County Refuse $65.00 (refuse service); David Ernst $500.00 (2015-16 Budget Prep Services); Elmwood-Murdock Public Schools $300.00 (Occupation tax remittance); Elmwood Public Library $1,664.09 (fund transfer); Grainger $60.80 (water pressure switch); JEO Consulting Group $575.00 (blight study payment); Meeske Auto Parts $164.90 (sewer plant battery); NE Public Health Environmental Lab $239.00 (lab testing fees); NE Dept of Revenue $1,303.91 (Oct 2015 sales/use tax); NMPP $1,930.00 (Tech maintenance expense); OPPD $3,102.98 (Oct-Nov 2015 electricity expense); Payroll $2,758.09; US Treasury $1,803.12 (November payroll deposit); Windstream $126.63 (Oct-Nov telephone expense).   Motion by Allgayer to approve the claims as presented for payment; second by Wray. RCV: Yes: All, No: None. Motion approved.


There being no further business, the meeting was adjourned at 8:35 p.m.
