Board of Trustees Regular Meeting – December 5, 2012

The Village of Elmwood Board of Trustees met in regular session with Trustees Wilhelm, Ronhovde, Allgayer Clements, and Chairman Ernst presiding. Call to Order at 7:00 p.m. All signed the "Notice of Acknowledgement of Meeting". Chairman Ernst declared the Open Meeting Act Posted. Will Andrew, Gloria Hensley, Suzie Allgayer, Jim Nelson, Ed Blunt and Nicole Folden were also in attendance. Minutes from the meeting on November 7, 2012 were approved as presented.

Will Andrew of the Elmwood Post Office reported that at this point the plan for the Elmwood Post Office is a reduction of hours to 4 hours a day. Nothing is "set" and anything could change at any time, which could include the closing of the post office. In January or February of 2013 a survey will go out to residents and it is advised that as many residents as possible fill out and return this survey. A representative of USPS will hold a town hall meeting tentatively in March.

Village of Elmwood Board of Trustees Elections: Motion by Clements to reappoint Ernst as Chairman, 2nd by Allgayer. Aye: All, Nay: None. Abstained: Ernst. Motioned by Wilhelm, 2nd by Ronhovde to reappoint Allgayer as Vice-Chairman. Aye: All, Nay: None. Abstained: Allgayer. Motioned by Clements, 2nd by Ronhovde to reappoint Wilhelm as Utilities Commissioner. Aye: All, Nay: None. Abstained: Wilhelm. Motioned by Ronhovde, 2nd by Wilhelm to reappoint Clements as Streets Commissioner. Aye: All, Nay: None. Abstained: Clements. Motioned by Clements, 2nd by Allgayer to reappoint Ronhovde as Park Commissioner. Aye: All, Nay: None. Abstained: Ronhovde.

Blunt reported the new city truck has been ordered and will arrive in approximately 5 weeks.

Ronhovde expressed her appreciation to Blunt and everyone else who was involved in preparation of the Holiday Extravaganza and for making it a success.

Per auditor's suggestion, the Village Board will begin approving Library claims submitted for payment and the checks will be signed by the Village Board beginning immediately. The Library will approve the claims at their monthly meeting and then will provide the claims to the Village Board for approval and signature of checks.

Blunt reported a hydrant leak at 2nd & F Streets and believes the shut-off valve is below the street. When the sewer line is dug up he is going to try to locate the valve. Well House #5 has a new heater.

Safety Committee reported Well House #3 electrical has been completed and new heaters purchased.

Motion by Allgayer to approve claims as presented less claim for software support services, 2nd by Wilhelm, RCV: Aye: All Nay: None Clements: abstain.

JEO Village Engineer/Street Superintendent reappointment request – Motion by Allgayer to reappoint JEO as the Village Engineer, 2nd by Ronhovde. Aye: All Nay: None. Motion passed. Motion by Allgayer to reappoint as the Street Superintendent, 2nd by Wilhelm. Aye: All Nay: None. Motion passed.

Discussion of Christmas bonuses. Motioned by Wilhelm to approve a $100.00 bonus for Clerk and Maintenance Superintendent and $25.00 bonus for summer employees, 2nd by Ronhovde. RCV: Aye: All, Nay: None.
