Meeting Held at Elmwood City Hall
The Village Board of Trustees met in regular session on Wednesday, June 3, 2026.
Chairperson, Renee Holland, called the meeting to order at 7:07 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

City Build Club Presentation
Meighan Smith presented the City Build Club’s idea for a compost opportunity at the city park. She reviewed the cost of the project, the benefits and the maintenance. The club would also like to plant Nebraska native plants at the park along the east side of the parking lot. This would attract pollinators and give people more flowers and plants to enjoy at the park. This project would eventually be handed over the FCCLA program at the highschool. They have been working on funding opportunities through other organizations and grants. Scott moved to approve the compost bin and native flower project, Kicak seconded the motion. RCV: 5-0 ayes, motion carried.
Pre-Procurement package for high service pumps at the water treatment plant
JEO would like to move forward with pre-procurement of two high service pumps so they are ready and available to be installed as soon as construction begins at the water plant at the end of the year. Greise moved to approve the pre-procurement of the two high service pumps, Scott seconded the motion. RCV: 5-0 ayes, motion carried.
Well 3 Rehab
Last week the motor in well 3 went down. Layne Granite came out immediately and began working on the well. They discovered more issues with the well and could not fix the motor without fixing several other problems, including the pump, pipes, sensors and screen. This well needs to have a full rehab done. Reviewed the bid from Layne Granite. Greise notes that we should have some sort of liability waiver for contractors and will send the clerk an example. Euse moved to approve the bid from Layne Granite for $25,960, Scott seconded the motion. RCV: 5-0 ayes, motion carried.
North Clarifier work at sewer plant
In order to get the work done on the south clarifier there are several things that need to be done with the north clarifier to get it in working condition. The board reviewed the bid from Building Crafts. Euse moved to approve the bid for $9650, Greise seconded the motion. RCV: 5-0 ayes, motion carried.
Amendment to Owner-Engineer Agreement with JEO
With everything going on at the sewer plant, we have exceeded our original agreement. JEO is requesting to amend the original agreement by $4500. Scott moved to approve the amendment for $4500, Kicak seconded the motion. RCV: 5-0 ayes, motion carried.
Building permit for 517 West D Street
Euse moved to approve the building permit, Greise seconded the motion. RCV: 5-0 ayes, motion carried.
Building permit 209 S 4th Street- storage container
The board reviewed the minutes from the planning and zoning committee as well as the zoning regulations for commercial property. Scott moved to approve the building permit, Euse seconded the motion. RCV: 5-0 ayes, motion carried.
Conditional use permit 209 S 4th Street- Storage container
After reviewing the zoning regulations the board is requesting that the storage container be moved to meet the requirements. Must be 25 feet off a residential property line and must be fenced so it cannot be seen from the property line. The conditional use permit can only be granted for 5 years. Scott moved to approve the conditional use permit for 5 years, contingent on the unit being moved and fenced to meet the zoning requirements. Kicak seconded the motion. RCV: 5-0 ayes, motion carried
Alicia Greise vacation; January 20-26, 2027
Scott moved to approve the requested time off for Greise, Kicak seconded the motion. RCV: 4yes, 1 abstain, 0 nays. Motion carried.

Water: new chlorine received from USABlueBook, last ones we got were a bad batch and disintegrated too fast. Well 3 pump down 6/30
