Meeting Held at Elmwood City Hall
The Village Board of Trustees met in regular session on Wednesday, April 8, 2026.
Chairperson, Renee Holland, called the meeting to order at 7:00 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

AMGL to discuss Audit findings
Hoback was unable to attend. Tabled for next meeting.
Conditional use permit: 108 E C Street- Used automotive sales
This permit was reviewed at a public hearing and a planning and zoning meeting and comes with a positive recommendation. Scott moved to approve the conditional use permit for used auto sales at 108 E C Street, Euse seconded the motion. RCV: 5-0 ayes, motion carried.
Concerns about car port at 108 E C Street
Mr. & Mrs. Brion attended the meeting and spoke to some of the concerns they have about a car port being build on the property adjacent to theirs. Mr. Brion notes that he has no concern with the business, he understands that the property is commercial and they knew that when they bought their property. He has several questions regarding the cart port including the length of the structure and the position on the property. He questions why Mr. Helmberger cannot place the car port on the west side of the property instead so it is up against his son’s property instead. He is also concerned about the lighting and it disrupting them when they are sitting in their back yard. Mr. Brion is also concerned about the rain run off and asked if a gutter system can be installed so rainwater is not draining directly into their yard. Mr. Helmberger in attendance and spoke to a few of these questions. After much discussion, Matt from Solheim law suggested that the two neighbors need to review the plans together and come up with a plan that satisfies them both and that the board cannot do anything more at this point. No action.
Bids for replacement of nuts/bolts/hangers and painting of pipes at the Water Treatment Plant
The board reviewed the bids submitted by VRBA Construction, BHM Millwright, Elite Midwest and Wallen Welding. Euse moved to approve the bid for replacement of nuts/bolts and hangers from BHM Millwright for $8,420, the bid for refinishing and painting the pipes from Elite Midwest for $10,755.40, Kicak seconded the motion. RCV: 5-0 ayes, motion carried. Greise moved to approve the cost of supplies from Lincoln WinWater for 352.20 with a carry over contingency of $600, Scott seconded the motion. RCV: 5-0 ayes, motion carried.
Purchase of door knobs and dead bolts for village owned buildings
Greise moved to approve the cost of new knobs and dead bolts to not exceed $450, Euse seconded the motion. RCV: 5-0 ayes, motion carried.
Hiring Summer Help
The clerk reviewed the current hiring standards. No changes from last summer. The clerk will post the job listing and collect applications.
Bid for HTM to come to sewer plant to work on the pump
Scott moved to approve the bid for $1128.50, Euse seconded the motion. RCV: 5-0 ayes, motion carried
Schedule Town Clean-Up Day
The board reviewed the calendar. The town clean up day will be scheduled for Saturday, June 6th from 8 am- 12 noon.

Spring clean up
Spring clean up is scheduled for 4/11.
Mowing options
Clerk will put together a list of companies that a nuisance yard could call for mowing if they do not want to pay the village to do it

Pay increase for Winter Help
Kicak moved to increase winter help pay to $25/hour, Scott seconded the motion. RCV: 5-0 ayes, motion carried

Park: picnic tables painted by EM Students for their G.R.E.A.T project, park bathrooms opening this week
Streets: grass seed planted at work sites around the village, starting to spray for weeds
Water: Kevin working with Mark Hogue from CCRW with a new software to locate ground water from the NRD
Sewer: work on pump, Kevin working on an emergency response packet for the sewer plant. Randy Bornemeier here to pump out the retention ditch
Planning/Zoning: meeting minutes, next meeting 5/3
