REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood Village Hall

The Village Board of Trustees met in regular session on Wednesday, October 6, 2021. Chairperson Miki Bruns called the meeting to order at 7:00 pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted.

Roll Call was answered by Becky Kicak, Jared Blunt & Miki Bruns. Absent: Pat Wray & Renee Holland

Minutes: Kicak made a motion, seconded by Blunt to approve September 15,2021 special & regular Minutes. RCV: Yes: Approved 3-0

Claims & Payroll: Blunt made a motion, seconded by Kicak to approve the Claims and Payroll for September 22-October 4,2021 RCV: Yes: Approved 3-0

New Business

Discussion/Action Recommendations for vacancy spot on the Planning & Zoning committee                                                                      

Board members don’t have any recommendations at this time.

Discussion/Action purchase of a new paper shredder                                                                                                                                                                                                     

Our current paper shredder is old & broken and needs replaced. Moriah provided the board with a couple different shredder options. Motion by Blunt to approve the purchase of a new shredder for $120, second by Kicak.

Discussion/Action Approval to pay next year’s (2022) office rent expense in whole                                                                    

Board members discussed the matter and said they would be ok with paying the remaining fiscal year of 2021 - 2023 of rent to Elmwood Cultural Arts & Learning Center for the office rent so that we don’t have to worry about being late with a payment. Motion by Kicak to approve paying office rent for remaining fiscal year in the amount of $1,350, Second by Blunt. RCV: Approved 3-0

Discussion/Action First Star Recycling                                                                                                                                                      

Bruns and Kicak attended the customer appreciation event sponsored by Keep Cass County Beautiful and learned about First Star Recycling while they were there. First Star Recycling is offered in our area, but the person recycling would have to purchase certain trash bags form Hy-Vee or Walmart. The town would need a volunteer from the community to take the recyclables to the drop points in Union or Louisville. Bruns and Kicak are going to look a little further into this and get more information but would like to make the Elmwood residents aware of the opportunity.  

Discussion/Action Elmwood Community Association                                                                                                                                   

Tiffany Vogt and Alli Beach showed up to present to the board their Association that they have put together. Their goal is to help better the community with having kid friendly events that can help promote local businesses and to improve things around town. They are hosting a family movie night in the park October 15,2021 @ 7:00pm and will be supplying popcorn. They hope to have a great community turn out!!    

Discussion/Action Rock partial alley way behind 205 East C Street                                                                                                                   

Board members said that the alleyway behind 205 East C Street has never been rocked and has always been just grass. Motion by Kicak to deny partial rocking in alleyway behind 205 East C Street and the contractor that built the house and did the grading is to reseed the alleyway back to its original state. RCV: YES: Approved 3-0

Discussion/Action Tree trimming bid along East D Street                                                                                                                                              

Motion by Kicak to approve the tree trimming bid from Christensen Tree Services along East D street from main street going east to gravel road for the amount of $1,080, second by Blunt. RCV: YES: Approved 3-0

Discussion/Action Flagpole at city office                                                                                                                                                                                  

The Legion removed the flagpole from the old village hall to reuse it at the new office building but now they don’t need. The GAR is getting a new flagpole through American Legion Sons, and they are going to have electrical added into the area of the flagpole so it can be lit up at night. Install depends on the contractor.                                                                                                                     

Discussion/Action Stairs into the building painted yellow for visibility                                                                                                         

Bruns informed the board that the stair edges are painted yellow so that they are visible.

Discussion/Action Jean Reinke cat issue – Update board and next step                                                                                                   

Jared is working on putting together the Animal Safety Commission to continue with the process of getting this issue resolved.

Library:  Motion by Kicak to approve August 2021 Minutes and September 30th ,2021 Bills & Payroll, second by Blunt. RCV: YES: Approved 3-0                                                                                                                                                                                      

Park: Jeff was getting a bid from Gary Marcoe on metal to patch holes in the bathroom walls from the installation of the water fountain. Jeff will winterize bathrooms and fountain after the Holiday Extravaganza.                                                                                                                                                                                                  

Streets: Bruns thanked Ed for trimming the trees in the right of way in front of Behling’s house and the farmers said the visibility with seeing the north bound traffic is better now. Bruns read the response from JEO regarding the drainage issues on B street where gravel meets pavement. Bruns asked Ed if he could take care of this matter with JEO/Bauer, Ed said he can follow up on the matter. Ed will also check with Bauer on the crack that goes down the middle of the road on Railroad Ave. Moriah had a complaint on the parking along Main Street specifically at the intersection of D street and Hwy 1. The Board said that there isn’t anything else they can do to improve it anymore and that they have slanted the parking stalls more to help the matter.                                                                                                                                                                                                              

Water: Moriah will get bids from plumbers to help with meter changeouts.                                                                                                                                                                                          

Sewer: Jeff has his sewer test scheduled for October 18th. Ed reported to the board that #4 jet pump went out and needs to be pulled because it quit working.
