REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood Village Hall

 

The Village Board of Trustees met in regular session on Wednesday, July 15, 2020. Chairperson Miki Bruns called the meeting to order at 7:01pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted. Roll Call was answered by Pat Wray, Angela Lancaster, David Ernst, Miki Bruns. Absent: Becky Kicak

Wray made a motion, seconded by Lancaster to approve the July 1, 2020 minutes with the 2 corrections made. RCV: Yes: All. Motion approved 4-0.

Ernst made a motion, seconded by Lancaster to approve the payroll, and claims as presented.                                

Claims: ADP $161.90, CPA $245.00, Water Reimbursements $243.77, Barco Municipal Products $ 203.04, Black Hills Energy $110.37, Elmwood C Store $90.06, Frontier Cooperative $181.72, HTM Sales $210.00, MADS Inc. $224.00, Midwest Laboratories $216.08, Municipal Supply $638.07, Nebraska Digging Services $5,850.00, One Call Concepts $55.35, Personal Concepts $24.92, U.S. Postal Services $8.25, Verizon $112.45, WireBuilt Company $29.00, Payroll $4,846.92                                                                            RCV: Yes: All. Motion approved 4-0.

New Business

Discussion/Action Tree’s located by Curt Poole’s house/damage to property                                             

Bruns asked Curtis to get bids on trimming/removal of these trees. Board commented that tree maintenance on the towns right away is exhausted for this year. Tree’s planted in the right of way are also the owner’s responsibility to keep up on tree maintenance.

Discussion/Action Street project – Possible additional cost                                                                                         

Bruns stated that the construction crew still has a little of B street to rock. On E street 2 blocks from Town Hall the construction crew was supposed to tie in a driveway but cut too much asphalt when they were trying to cut the height off of the road and had to go further down the road to tie in the concrete/ asphalt. They will pour concrete where we originally talked about and patch in the remaining with asphalt to not go over estimated cost. Moriah had a few complaints about redirecting the garbage, mail, and other deliveries and Bruns stated that it is the homeowner’s duties to get these taken care of.                                                     

Discussion/Action Resolution No. 07152020. Confirmation of Ordinance 2020-5                                                                                                                 

This resolution needed to be presented to finish up our bond paperwork for the street project. Motioned by Wray and second by Lancaster to waive the 3 readings. RCV- yes information. Lancaster read Resolution: 07152020 to the Board. Ernst made a motion second by Wray to approve Resolution No. 07152020. RCV: Yes: all Motion approved 4-0, Kicak absent

Unfinished Business

Discussion/Action Building on South 4th St                                                                                                                     

Bruns wanted to make it clear that the Village will just be a tenant of the building.  We did not purchase the building. It will be ready for us to move in around September 1st. Bonnie Drake offered to help the Village consolidate/destroy old papers as needed for the move to the new building. Linda Blunt was present and stated that the Food Bank might be interested in renting City Hall office space. This was tabled until the next meeting.

                                                                                 

Discussion/Action on bids for the 1994 pump replacement/repairs

Discussion/Action Tree on 216 N 5th St- Maddux                                                                                                      

Curt got a bid and the tree will cost $1,650.00 for removal. The removal will not happen until it becomes available in the budget.

Discussion/ Action Wellness Committee Proposal                                                                                                      

Nicole Hoffman is looking into the original water fountain Lancaster found that is specifically designed for being outside. Bruns will update at following meetings.

Discussion/Action Phone line for water plant                                                                                              

Moriah got a quote from Windstream on adding a line in for the water plant and will call to get that hooked up soon.

Discussion on Weeping Water “Welcome to Weeping Water Sign”                                                                                             

Moriah got information on the sign that Weeping Water put up and it would cost roughly around $1,200. Bruns stated we do not have the money in the budget at this time for signs entering Elmwood.

Park: Firework stand is gone, and the tape is removed from the grills. The water hydrant by the Gazebo is shut off to avoid overuse of water. Reminder that the Bathrooms are now open at the park.                                                                                                                                                                      

Streets:   Curt has been cold patching holes along the edge of the streets for the Car show coming up. Blake Ulmer will have a street sweeper cleaning off main street in preparation of the show and will also be pulling the weeds on main street. Ulmer is estimating at least 200 cars. Blake Ulmer talked to Bruns about closing another block to the south of the Quonset. Bruns told Ulmer that he needed to contact the State to make sure it is okay since we sent in paperwork with specific areas of closing. Reminder that the Car Show is August 1st from 8am -4pm.

Sewer: The new starter arrived and just needs to be installed.
