Board of Trustees Regular Meeting
November 18, 2015
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Krass, Anderson, Wray, and Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were: Rich Goudie and Cooper Price. Ed Blunt and Connie Carlton were also present. Motion by Allgayer to approve the minutes of the November 4, 2015 Regular Board Meeting as presented; second by Anderson. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: The new tree dump site is open at the south end of 2nd Street. Park: Christmas lights have been installed on the little spruce tree. The Men’s restroom door has been repaired; and the restrooms will be winterized and closed following the Holiday Extravaganza. Library: No report. Water: October water report includes 1,905,000 gallons pumped; 1,722,000 gallons treated; 183,000 gallons wasted; average daily use 61,451 gallons; average nitrates 4.8. Sewer: A 24-hour Composite test was within normal limits. Five loads of sludge were hauled from the sewer plant. Planning/Zoning: Next meeting is scheduled for Thursday, December 17, 2015 at 6:30 p.m. Special Events: Holiday Extravaganza is Saturday, November 28th.
Unfinished Business: Siren Repair Update: Jim Bomgard w/Schneider Electric turned everything over to FEMA; repairs should be soon.
New Business: Building permit for Rich Goudie at 324 North 1st Street: Motion by Wray to approve the building permit for 324 North 1st Street as presented; second by Anderson. Vote: Yes: All, No: None. Motion approved. Building permit for Cooper Price at 125 North 3rd Street: Motion by Allgayer to approve the building permit for a garage as amended to 30 x 40 ft.; second by Anderson. Vote: Yes: All, No: None. Motion approved. It was suggested that the homeowner have the west end of his property surveyed to find legal property line.
The goals of the Board of Trustees for 2015 were revisited as follows: Community Development; Blight Study currently being conducted/report in December; Street Improvement Projects; Drainage Improvement of new projects; Business Development; Park Improvements to include electricity to shelter, new trash receptacles and play structures; Zoning Manual update needed; Ordinance Recodification; and Reduction of tax levy.
