The Village of Elmwood Board of Trustees met in regular session with Trustees Allgayer, Ronhovde, Clymer, Blunt and Chairman Ernst presiding. All signed the "Notice of Acknowledgement of Meeting". Gary Wheeler, Howard Isaacs, Jennifer Brettmann, Julie Anderson, Brooke Campbell, Melanie Meister, Allison Meister, Diann Stille, Marshall Vogt, Linda Blunt, Adam Offner, Dan Brown, Nancy West, Bob West, Dean Zimmerman, Casey Clements, Sharon Zimmerman, Mark Sheldon, Susan Ernst, Erin Clymer, Jacob Blunt, Dan Spaulding and Becky vonRentzell were also in attendance.
Chairman Ernst declared the Open Meeting Act Posted.
Minutes from the February 3, 2011 meeting were presented. Chairman Ernst declared the minutes approved as presented.
Reports
Streets: Discussion and possible action regarding a resolution to repay American Exchange Bank. Tabled until 3/3/11.
Park: No Action Taken.
Ronhovde left the meeting at 9:05 p.m.
Library: No Action Taken.
Water: On 2/15/11 the State was notified the water treatment plant was off line causing high nitrate levels in the water. On 2/16/11 the state notified Clerk vonRentzell the Village needed to notify the public by going door to door and taping up notification letters. Howard Issacs, from Safe Drinking Water Program, discussed Public Water Standards. He reported the operator must be aware when the treatment plant is off-line and if water is being produced; notification letters must be sent to the public within 24 hours and the village must provide bottled water for citizens that are nursing, pregnant or under six months of age. Spaulding explained he wasn't aware he needed to notify the state when the plant is off-line. Citizens expressed concern and support regarding the safety violation. Spaulding reported the new filters arrived on 2/16/11 and the plant will be on-line on 2/18/11 and ready to take samples.
Sewer: Spaulding reported the sewer plant needs a new discharge permit and he will send in the application. No Further Action Taken.
Planning Committee: No Action Taken.
Community Development: No Action Taken.
Elmwood's 125th Birthday Celebration Committee: Allgayer reported the next meeting will be 3/3/11 at 6:00 p.m. at City Hall.

Motioned by Blunt, 2nd by Allgayer to approve the claims as presented and instruct the Treasurer to pay the claims. RCV: Aye: Clymer, Allgayer, Blunt and Ernst. Nay: None. Absent: Ronhovde.
Unfinished Business: Marshall Vogt submitted an invoice from Roto-Snake. He was present to state his concerns. He submitted the wrong invoice, the board instructed Clerk vonRentzell to provide Vogt with a Tort Claim form and submit the correct invoice for further review. No Further Action Taken.
New Business: Discussion of passing a tree ordinance that would require permission to plant trees on village property. Tabled.
Building Permits: Sharon Zimmerman requested to re-build her garage on the existing foundation. The board informed her she may not rebuild the garage there, because the existing foundation lays on her neighbor's property.
Personnel Issues: Spaulding was instructed to send daily progress reports to the board starting immediately. No Further Action Taken.
Correspondence: No Action Taken.
There being no further business, Chairman Ernst declared the meeting adjourned.
